Reef temp stuck at 70 degrees

My reef tank has been running at 70 degrees for awhile. The light on my heater stays green, usually when it is heating, it is supposed to turn red. I have tried different heaters, and they all do the same. The heaters work just fine to heat up water in a 5 gallon bucket. So it makes me think there is something wrong with my Apex setup.

I hope my post made sense. I was fighting with my Apex for four hours, trying to get it setup on my wifi before posting. Here are screenshots of my apex. Everything looks right to me. I tried the heater on different outlets on the energybar to rule that out.
Here are links to the screenshots. Not sure how to get them to display here:

The temp only raised from 70.1 to 70.6 today. The heater is a 250watt heater on a 30 gallon.

Have you checked the temp with an alternative method to make sure it's not the Apex thermometer? Why is the heater turned "off" in the first screen shot? Shouldn't it be on "auto"?

I'm on Apex Classic so it may be different programming than on the new one. I have my heaters (I use two heaters that equal the recommended wattage for my tank) programming like this......

According to the screenshot, you have turned your heater off. It should be set to auto if you want to use your programming with temp range.

Thanks for responding. I have that one turned off because I have two heater spots on my plug in, so that I could test and see if it was the outlet. It didn't work on either one. I had changed heaters, and that didn't work. So I took the original heater, and plugged it into the wall outlet. It now has the tank at 78.5. So there is some issue with the apex. I do think the temp probe is reading right. I have another fish tank close by, and the temperature difference from putting my hand in the tanks was noticable. I also have some of the thermometers that stick to the glass, and they both reflect the same temp that the apex is giving off.

My apex classic went out, and they sent me a new controller for free. I believe it is the Apex 2016. It is orange and has wifi built in. But on Apex Fusion, I can't figure out how to bring up the configuration code. I know I used to use do it with no issues with the classic controller. I am going to see if I can figure out how to enter the code, it seems to me that is where the issue would be.

I have it set to "Auto" and this is what my code reads:

    Fallback OFF
If Tmp < 78 Then ON
If Tmp > 79 Then OFF

I have no idea what is going on with my tank. Yesterday, after initially reaching a temp of 78.5 with the second heater plugged into the wall outlet, the tank temp still dropped down to 71 degrees. The glass thermometers on the side of the tank confirm that the temp has went up and down, as well as just feeling the tank with my hands. I do not understand what is going on with the tank. The room it is in is above 70 degrees.

I also just ordered "HI98509 Checktemp 1 Digital Thermometer - Hanna Instruments" from Bulk Reef Supply so that I could be for sure that I am getting an accurate tempature reading. It doesn't come in until Jan. 5th, and I've got a $500 order from World Wide Corals coming in just after it, so I am hoping to get this tank's temperature steady before then. It is mostly a zoanthid order, and I have to put them in this tank due to my zoanthid eating filefish in the other tank.
