    From Norman to Chris - Here is the information on the Inland lapidary band saw from the Fastenal
    dealer in OKC that Paul was talking about. He is giving us the same discount
    that COMAS and Zoanuts gets. You can pass this on to the BOD for approval if
    this is the one you decide to get. The quote is attached.

    To BOD from Chris -

    We have discussed in the last several meetings selling the
    lapidary saw and purchasing a band saw that will serve the same function in
    our coral fragging workshops. The lapidary saw will be sold on ebay this week
    and Norman has gotten a good deal from our contacts at the Central Ok
    Marine Aquarium Society for the purchase of the new saw. Attendees to
    MACNA in Atlanta got to see first hand the effectivness of the band saw for
    fragging over circular type saws in cutting surface area, water dispersal
    during operation and reduced heat from cutting. The cost of the saw and
    blade are inline with our initial expenditure of the saw and the sale of our
    current saw is expected to offset the 1/2 of the purchase price of the new
    saw with the remainder coming from the workshop budget. Attached to this
    email is the cost quote.

    I'm sorry but I don't recall the discussions regarding the saws. Was
    this an agenda item discussed during a regular meeting? Who voted on
    it and what were the results of the vote?Who authorized the selling of
    club assets?

    I don't think this is necessary and don't see how spending this money
    will benefit the club membership.

    The tone of your email suggests that their are liberties being taken in conducting club business at the least and at the most deception by members of the board to carrying out personal agendas. I will review the history of the lapidary saw so that it is transparent as to the reason and need for the clubs actions. The lapidary saw was purchased to conduct workshops for our members and has been used in every workshop since its purchase. The workshops that Razorback Reef conducts have been a great success with both our membership and public. In an effort to continue to improve on our workshops the members that have conducted the workshops have made suggestions for improvements - one of which was problems with controlling our lapidary saws water output as it is very messy and flings all over the user, does not cut thick rock and produces an inordinate amount of heat damaging coral tissue. Other suggestions were to provide some sort of PA system which was addressed with a portable unit that produced quite a lot of feedback with its use during Reef Fest and we will be looking to improve on that further as well. As for the monetary expenditure for the saw the hole point of having a budget is such that all issues and expenses do not require board approval. The only need for board approval for an expenditure is when it falls outside the current categories provided in the RRMAS 2009 budget or the expenditure would exceed the allotted funds for that category for the year. If your are stating that you think this is a procedural issue and their needs to be a vote to sell the saw then we can certainly do that but please remember that the committee for the next workshop can elect to purchase the saw out of the workshop budget without ever off setting any of the expense. The benefit of to the club lies in its ability to improve on its workshops and can be used by any member as well. I hope that this explanation addresses your concerns.

    My experience with budgets and capital purchases is that capital items
    must be approved by line-item either in the budget or by board vote
    after the fact.

    It is my opinion that this is an unbudgeted capital asset purchase and
    needs board approval.

    In my opinion, this is a club asset and should be voted on by at least the
    BOD if not the membership. The budget approves expenditure for club assets
    but the choice of assets should still be put to vote. The workshop budget
    applies to "disposable" items needed to conduct the workshops so the
    purchase would not fall under workshop budget. The surplus funds from
    workshops are to be applied to the income portion of the budget. The BOD or
    membership can then vote on how the surplus will be distributed, be it the
    purchase of assets, reserve fund, events, etc. I don't have the bylaws in
    front of me, but it seems like you can do a vote on the forum and take care
    of this pretty quickly. It sounds like it makes good sense to get the
    different saw. Let me know if there is anything I can do to help.

    From Chris to BOD-

    BOD - Joe is correct that the discussion regarding the purchase and sale of our coral fragging saw should be conducted on line. I will copy and paste the email conversation as well as upload the estimate that Norman obtained so that we will have a record of it. Included will be the explanation by Christine of where funding would come from for the saw witch was stated incorrectly by myself as via the next workshop committee. This issue will be placed on the agenda for the January meeting in Benton this Saturday. I am glad that everyone has weighed in on this subject and if you would like to post comments on the forum for the record please look for the thread in the BOD Forum of the website.
